Executive By-Law
of Election Law of the Islamic Consultative Assembly

| Chapter 1 - Generalities: |
| Article 1: |
The election law of the Islamic Consultative Assembly shall be herein after named as Law.
Governor generals, in keeping with the Article 3 of law, from the beginning of election and after receiving all instructions of the supervisory committees of the guardian council shall invite them to thoroughly supervise over all executive processes of election and all the minutes of meeting which have been signed by the executive board shall also be signed by the relevant supervisory committee and a copy of each minutes of meeting shall be submitted to the said committee. |
| Article 2: |
| The governor general of polling stations, after receiving the names of the province supervisory committee from the state election office, shall announce the names to the governor general and shall invite them to hold a meeting. |

| The central supervisory committee elected by the guardian council shall send a copy of the certified notices of supervisors and inspectors in the province, county and cities to the state election office. |

| In the provinces, where according to Article 6 of the law of supervision of the guardian council over election of the Islamic Consultative Assembly approved on 31.07.1986, the elections are to be held only in one polling station and the province supervisory committee is not to be formed, the central supervisory committee shall perform the duties of the said province committee. In this case, the governor general shall keep in touch with the central supervisory committee when required by the law through correspondence and communication with the province supervisory committee. |

3: |
| Participation of members of the supervisory committee of the guardian council in the meetings of the executive board is for supervision over proper enforcement of election law of the Islamic Consultative Assembly and non-participation of them in the meetings or their refusal to sign the minutes of meeting shall not hinder the election processes. |

4: |
| Should the members of central supervisory committees of polling stations and sub-polling stations fail to attend the meetings of the executive board, the members shall amongst themselves elect a proxy to attend the meeting while presenting a proces verbal written by the members to the governor general to be fielded in the election records. Signature of the proxy in the proces verbal shall represent the signatures of the supervisory committee. |

| The procedure of calculation of salaries of the government employees who cooperate with the Ministry of the Interior, governor general, executive boards, guardian council and the appointed committees, in keeping with the Article 11 of the Law and its note and the note of Article 4 of the law of supervision of the guardian council over elections of the Islamic Consultative Assembly, is as follows:
A: Those government employees who are assigned by one of the authorities for at most 3 months in each election process, shall receive their salary and allowances from the relevant authorities based on the by-law of assignment subject of the article 11 of the State Employment Law.
B: The governor general and the proxy of the supervisory committee may propose at most 100 hours of overpay work and request written appreciation to be fielded in the employment record for those candidates who cooperate with the executive board or committee of supervision over election, in voting, reading and counting of votes.
C: The relevant authorities shall provide the required credit and shall pay salaries of the employees subject to this Article. |
| Article 6: |
| In order to prevent a halt in the election and to speed up the election message communication, the governor general of polling stations shall inform the texts of their correspondence to the relevant authorities by the fastest means possible and mail the relevant certificates immediately. |
| Article 7: |
| Except in cases that have been excluded in this by-law, actions of governor generals of Tehran and Isfahan as governor generals of polling stations of religious minorities, shall be like the same actions of all governor generals of the polling stations. |
