Executive By-Law of Election Law of the Islamic Consultative Assembly - Approved in 1999 -

Chapter 2 - Formation of Executive Boards
Article 8:
The governor general of polling stations, immediately after receiving the instruction for election commencement, shall inform the receipt of instruction to the state election office.
Article 9: 
The governor general of polling stations, after receiving the names of the province supervisory committee from the state election office, shall announce the names to the governor general and shall invite them to hold a meeting.
Article 10: 
The governor general, in keeping with the Article 32 of the Law and in compliance with its note, immediately after receiving the instruction for election commencement, shall elect thirty trustees from among the local people or residents with 5 years of residential record and shall introduce them to the relevant supervisory committee in order to be examined for eligibility to elect main and substitute trustees.
Article 11: 
The supervisory committees, after receiving the list of trustees proposed by the governor general, based on the Article 32 of the Law and relevant notes, shall announce their views in respect of approval of their eligibility within 3 days to the relevant governor general.
Note 1:
In case of disapproval of eligibility of trustees, the governor general shall immediately introduce twice as many as the disapproved trustees to the supervisory committee to get the required number of eligible trustees.
Note 2:
The relevant supervisory committee, at most within 24 hours after receiving the names of new trustees, shall comment on approval or disapproval of the proposed trustees in writing.
Note 3:
Should, after the said period which shall not exceed 4 days, the number of approved trustees shall reaches the least number (20), the governor general, immediately invite them for electio of main and substitute members for the executive board.
Note 4:
If the approved trustees do not reach 20 and the governor general does not reach agreement with the supervisory committee, the governor general shall announce the matter to the province supervisory committee for getting the required number of trustees up to 30 persons, 4 days before the start of the election, at the very latest.
Note 5:
The province supervisory committee through coordination with the governor general, shall elect the required number from the eligible trustees at most 24 hours after the announcement of the governor general to get the required number, and immediately after such election, shall announce their names to the relevant governor general for inviting the trustees.
Note 6:
If on the 5th day, the province supervisory committee and the governor general fail to elect and get the other required number of trustees, immediately, the matter shall be announced to the state election office by the governor general and to the central supervisory committee by the province supervisory committee.
Article 12: 
In the counties and districts where there are organized Islamic Council, the governor general, in keeping with the note of Article 31 of the Law, shall announce the matter to the relevant council and shall invite the introduced member of the Islamic Council of the county or district as one of the 9 trustees for participation in the meetings.
Article 13:
The governor general, according to the Articles 31 and 32 of the law and the relevant notes, shall invite the members of the supervisory committee of the guardian council, head of personal status registry and the trustees who have been approved, in order to elect 9 main trustees and 5 substitute trustees.
Note:
The governor generals who hold religious minorities elections, shall invite 30 trustees of the same minorities for election of trustees of the minorities executive board.
Article 14: 
The governor generals, shall hold the meeting for election of trustees of the executive board with presence of members of the supervisory committee of the guardian council and head of personal status registry office within 2 days after the date of invitation, and after presence of at least 20 invited trustees, the meeting shall reach quorum. Then, the present trustees shall elect from among themselves 9 main trustees (in the cities and districts which have Islamic councils, 8 and 5 substitute trustees of the executive board with covert voting and with majority of relative vote.
Note 1:
Should the election or approval of the trustees of the executive board not end in the first 4 days of the issue of instruction for election commencement and become subject to the decision of the province supervisory committee and the governor general on the 5th day, the meeting of election of main and substitute trustees of the executive board shall be held within 1 day instead of 2 days from the date of invitation.
Note 2:
The introduced member of the Islamic Council of the city or district shall be required to attend the meetings of the executive board and shall have the right to vote in the decision makings like other members of the board.
Article 15:
The governor general of the polling station, immediately after election of the main and substitute trustees of the executive board, shall inform the matter to the state election office.
Article 16:
The governor generals of sub-polling stations, immediately after election of main and substitute trustees of the sub-executive board, shall inform the matter to the governor general of polling station.
Article 17: 
Meetings of the executive boards of central polling station and sub-stations shall be held at the place of governor general.
Article 18:
In the central districts of counties where there in no executive board, election affairs shall be the responsibility of the country executive board according to the Article 43 of the Law.
Article 19:
In the polling stations where there are no independent registry office, the person in charge of the affairs of the central registry office must be a member of the executive board subject of Article 31 of the Law.
