| The Law of Interpretation of Appending the Single Article to the Law of Election
of the Islamic Consultative Assembly passed on 28.07.1991. |

1- Would the actions taken by the groups, communities and collective organizations such as clergies and Tehran clergies, newspapers, weekly periodicals with regards to publication of photo or without, as propaganda or description of candidates, be subject to restriction of the single article?
2- What is the purpose of photo in the two forms? Is it against the single article to write propaganda above or beneath the photo and various titles during the days of campaigning?
3- There is no precise definition for placards or tracts. What is the standard definition and recognition in this respect? Is silk-screen-printing within the range of placard and tract?
4- Is the nominee responsible for the violations against the above said single article? If yes, is it possible to arrest the said nominee during election? And if in this way, one or more nominees were arrested, will the elections be halted?
5- Through which body the executive by-law of the law shall be approved of? |

The Law of Appending the Single Article to the Law of Election of the Islamic Consultative Assembly passed on 28.07.1991 is interpreted as follows:
1: Communities and groups of each polling station may announce their support for a candidate to that candidate in writing and the nominee may authorize the support of different groups for publishing beneath the posters or biography.
2: By 2 forms, it is meant the 2 types of paper posters, and writing relevant to campaigning above or beneath them without any figure and shall not be subject to restriction of the above single article.
3- By placard and tract it is meant any campaigning on cloths, papers, cardboard, metal board and silk-screen-printing and also examples and the like. However installation of whereabouts of the polling station is permissible.
4- The violations of campaigning laws by any person or group is their responsibility and in all cases, the note of Article 28 of the law of election shall remain in force and the candidate shall not be summoned or arrested during the election.
5- The executive by-law shall be passed by the board of ministers.
The above legal interpretation including a single article was passed by the Islamic Consultative Assembly on Wednesday 5.03.1992 and was approved by the guardian council on 9.03.1992. |
